The Town of Hawkesbury is currently looking for a Chief Administrative Officer to join its team and contribute their expertise and leadership to the development of the municipality. Under the municipal council, the Chief Administrative Officer (CAO) plans, organizes, leads and controls the whole of the administrative activities to ensure the efficient functioning of the Municipality. They ensure the communication between the Municipal Council, the other officials, the employees of the municipality, as well as the different work committees.

 More specifically, the CAO[1]:

 Ensures the management of the organization and employees of the Municipality (approximatively 30 % of the time)

Plays a leading role as a support to the Council (approximatively 20 % of the time)

Ensures municipal development and plays a representative role (approximatively 20 % of the time)

Ensures the management of services to the citizens (approximatively 30 % du temps)

CHIEF BUILDING OFFICIAL

Technical Services

 

Under the authority of the Chief Administration Officer, the person fulfilling this position is responsible for the implementation of municipal by-laws and provincial laws related to this sector. They are also responsible for emitting construction and renovation permits and occupation licences, and performing inspections to ensure compliance with the Building Code and established policies and regulations

 

 

 

 

 

Requirements

  • Excellent capacity to communicate orally and verbally in French and English

 

  • Chief Building Official (CBO) certification under the Ontario Building Code Act

  • Experience in the field of construction and inspection

  • Experience in a supervisory role and in municipal management of buildings

  • Three to five years of relevant experience

  • Extensive knowledge of the Ontario Building Code Act and of the related provincial and municipal regulations 

  • Capacity to read and interpret construction plans and specifications, both residential and commercial

  • Technical knowledge of construction, of trends and good practices

  • Very good knowledge of the Microsoft suite and ability to work in a technological environment.

The Corporation of the Town of Hawkesbury is looking for a Director of Public Works and Engineering. As a member of the management team, you will be responsible for the strategic and operational management of the Public Works department and for major projects in the municipality. We are looking for an organized person with considerable communication skills in order to interact efficiently with the management team, the municipal council, the operational team, as well as citizens, many varied service providers, and other government authorities. 

In this position, you will be implied in many projects simultaneously and must prepare and manage various budgets and do follow ups in order to respect the timelines of approved programs. This means you will have to plan, submit and do follow ups on different tender processes, applications for projects in your area of expertise and you will act as advisor for requests issued by other departments. 

 

While looking to find ways to improve operations, you will need to conduct various studies and analyses in order to write reports and give recommendations to establish strategies and execute projects in your department. We are seeking a manager that is known for their positive leadership that will enable them to lead their department in the establishment of best practices.

Director of Recreation and Tourism (2020-31-02)

 

Under the authority of the Chief Administration Officer, the director guides, supervises, controls and evaluates all activities related to the Recreation and Tourism Department. The Director supports the development of cultural, community and sports activities, including special events.

 In view of the directives and goals of the Chief Administration Office and the Municipal Council, the Director is responsible for both strategic and operational management. The Director determines the developmental themes and general strategy for the department. The Director represents the municipality in different community organizations in order to align offered services with the needs of our citizens.

 The Director of Recreation and Tourism also manages the municipal facilities’ staff, and is responsible for the operational management of municipal buildings. The Director must assure that there is a maintenance system in place and must evaluate the priority of recommended needs. They must participate in defining projects and researching financing options, and must supervise related budgets and ensure that continuous communication is maintained.

 Requirements for the position 

  • Must be perfectly bilingual, both written and oral. The work environment is mostly French.
  • An undergrad (bachelor) degree in Leisure studies or equivalent, or in a related field
  • Three (3) to five (5) years of relevant work experience in a unionized setting
  • Strong communications and diplomacy skills
  • Demonstrated ability of liaising with organizations related to sports, community and culture
  • Experience in project management
  • Valid driver’s licence
  • Excellent knowledge of Microsoft Office suite and ability to work in a computerized environment.

As Fire Chief, you will be a part of the management team of the Corporation of the Town of Hawkesbury and will play a critical role in the municipality by safeguarding the security of the community by managing dispatch services, leading in matters of fire suppression and prevention, safety training and leading the fire department in the planning of emergency measures.

 

Our ideal candidate must be recognized as a leader in order to determine and accomplish projects that have been identified as priorities in this evolving department. An experienced manager, the fire chief must have previously managed work relations in a unionized environment and must have already planned and controlled budgets as well as presented reports and action plans to municipal and governmental authorities.

 

As an expert counselor, the successful candidate will review the practices and procedures of the department to continue enhancing their efficiency and increase the safety of the community.  With his or her team, the fire chief will be planning and organizing intervention modes in a way that would permit the optimal deployment of the department’s fighting power while keeping in mind available resources.

 

 

 

 

QUALIFICATIONS

  • Must be bilingual (French and English), both orally and written
  • Bachelor’s degree in administration or a related field;
  • Must have NFPA 1021 IFSAC officer certification or Proboard level 4;
  • Must have NFPA 1033 IFSAC certification or Proboard Fire Investigator
  • Must have the necessary Occupational Health and Safety certification with regards to fire safety in compliance with the requirements of the Ministry of Labour;
  • 10 years experience as a senior officer in a structured fire department
  • Experience in managing a department made up of full-time firefighters and volunteer firefighters (an asset)
  • Good knowledge of the rules and regulations related to his field of expertise
  • Have a valid driver’s licence;
  • Good knowledge of the Microsoft Office suite, including Excel
  • Recognized leadership, motivational skills and ability to mobilize resources;

MANAGER OF MUNICIPAL FACILITIES

COMPETITION 2020-15-04

Reporting to the Director of Recreation and Tourism, the successful candidate is responsible for the management of human, financial and material resources under his supervision. He is responsible for the planning and organization of maintenance work for the various municipal buildings and facilities, as well as monitoring the execution and evaluation of the various related programs.

ROLES and RESPONSIBILITIES

  • Plan, execute and monitor maintenance programs and activities related to the various components of municipal buildings, parks and facilities (exterior shell and interior, plumbing, electricity, splash pads, arena, swimming pool, playground) as well as green spaces, carried out by the Town’s staff or subcontractors
  • Ensure proper operation, repair and improvement of air conditioning, ventilation, refrigeration, heating and computerized remote monitoring, if applicable
  • Solve technical problems related to municipal facilities
  • Manage contracts under his responsibility
  • Participate in the construction, development and renovation projects of municipal buildings and facilities (writing estimates and specifications, reviewing projects, formulating proposals, monitoring implementation, etc.)
  • Prepare the budget for the division and monitor the implementation, in collaboration with the director
  • Research grant opportunities and participate in the application process.

REQUIREMENTS 

  • Hold a college degree in building mechanics or the equivalent
  • Hold a minimum of five (5) years of relevant experience
  • Must have unionized personnel management experience
  • Hold a valid driver's license at the minimum Class G
  • Be available to answer calls from the emergency service (24/7)
  • Comfortable in a computerized environment
  • Have advanced communication skills
  • Have the skills to cope with tight deadlines

SALARY

This permanent full time position (40h/week) has a salary range from $64,019 to $77,886 annually. The Town offers a very attractive complete range of benefits.

SCHOOL CROSSING GUARD (external continious posting)

(part time position, on call)

 Competition: BRIG

Reporting to the Deputy Clerk, the school crossing guard ensures the safety and wellbeing of all pedestrians as they cross a street near primary schools in the territory of Corporation of the Town of Hawkesbury.

RESPONSIBILITY 

  • Analyze the environment to determine the danger zone, assess and stop traffic safely
  • Give children safety instructions and ensure they are respected
  • Control dangerous behaviour of children during crossing of the street
  • Collaborate in school safety campaigns
  • Perform any other task related to its function and/or required by its immediate supervisor    (e.g. special events)

QUALIFICATIONS 

  • Bilingualism (French and English)
  • Knowledge of traffic and safety rules
  • Responsible, punctual, cautious and vigilent

Depending on the street, crossing guards work between 7h30 and 9h00 in the morning also between 14h15 and 16h00 in the afternoon.
